Universes are the fourth data type in the Exchange: targeting lists that member organizations have submitted, showing which voters clients across the ecosystem hope to contact. Each universe record contains a voter file ID, the contact mode the submitting organization used or planned, the program purpose, and the date the list was created — all blinded, so you can see that voters were targeted, by which mode and for which purpose, but never by whom.
What Universes data tells you
Survey Questions tell you what voters said. Contact Attempts tell you what outreach happened. Universes tell you which voters the ecosystem has identified as targets — including for programs that haven’t launched yet. That makes it a distinctive layer for understanding where progressive attention is concentrated in your geography, and where it isn’t.
How to Subscribe
- Click “New! Get Data.” On Set Scope, set your geography and date range. Universe data accumulates over time, so a longer date range gives a fuller picture; leave the end date at No End Date to keep receiving new universes as they’re submitted.
- Select Universes as your data type, and choose Subscription for ongoing delivery or One-Time Export for a snapshot.
- On the Select Data screen, you’ll see a table of every Contact Mode and Purpose combination available in your geography — for example, “Walk: Generic — GOTV” or “Mail: Bulk — Persuasion” — each with an estimated record count. Select the combinations relevant to your program, or keep the full set for the complete picture of ecosystem targeting. The table can run to multiple pages — use the page toggle at the bottom to make sure you’ve seen every available combination before saving.
- On Summary & Confirm, review the credit estimate, name the subscription (e.g., “CO Universe Inclusion”), and activate. Use View Details on the Data Exports page to confirm the parameters.
